Project Manager
We need a suitably experienced Project Manager to join the PDB team and help us continue to deliver new residential development projects for our long-standing client base.
This is a chance to be a part of a growing and positive team to support the continued delivery of affordable homes across South Wales.

We’re looking for
A Buyer with proven experience in the residential sector, of project values in range from £2m - £6m, with preferably good exposure in the affordable housing and care sector.
We believe that people are what determines the success of project goals. We would like a team player who’ll integrate well, pitch in to help other colleagues where needed, and endorse our continuous improvement ethos.
We’re an established, small but growing business, and you’ll need to be self-motivated, reliable and able to manage your own delivery to hit project milestones.
You’ll be flying the PDB flag for us to partners and clients, so being personable and a good communicator will be important.
But, being forthright from time to time isn’t going to hurt either!
This is a great opportunity to join an established and reputable SME main contractor at an exciting interval of our development, with several live projects underway, a number of projects pending commencement and ongoing investment, enabling a platform for future developments.
What we’ll be asking you to do
As a Project Manager, you will be under the direction and support of the Senior Project Lead, department Directors and wider construction team. You will be responsible for your allocated project, from site commencement through to practical completion and handover.
Pre-Contract
-
When assigned a new project, undertake a collaborative review of the information available, with pre-contract team, highlight requests for further information and develop progression action points to move the project forward.

Attend tender meetings if necessary and advise on project particular items that require further investigation.

Upon contract confirmation, organise an internal handover meeting to discuss the project's information to date and future progression. At this point, the project will be passed over from the pre-contract team to the post-contract, led by the Project Manager.

Organise and chair design team meetings where required.

Coordinate building regulations submission and create planning approval conditions tracker, to begin working through discharging the relevant conditions in a timely manner.

Discuss with the relevant Directors to ensure the resource is appropriately considered for the project’s commencement and early phases.

Ensure that adequate information is available to enable to commence work on site.

Register the project with company insurers and/or NHBC.
Post Contract
-
Organise, plan and manage the works and programme for a project, across its lifecycle whilst PDB are involved.

Ability to nudge the various teams and external partners we work with to ensure as best as possible target dates are achieved.

Achieve target completion dates or improve on construction programme and within budget

Liaise with the project team, site team, client and wider stakeholders in a high level of professionalism and considerate manner.

Lead on production of site monthly reports, including programme, risk registers, third party progression etc

Monitor the progress of works to ensure the PDB levels of health and safety are maintained at all times
-
Lead in the communication and relationships with our clients and their stakeholders.

Collaborate with the Design Manager pre-contract and consultant engineers, architects and M&E designers throughout the project, to ensure the correct specification and level of information is available to wider project teams and supply chains.

Develop a positive team ethos approach with our supply chain partners and third party stakeholders.

Provide support to the Site Management when needed throughout the project.

Ensure full use of PDBs company Quality Policy, to monitor and sign off the quality of finished work.

Communicate and work collaboratively with PDB, client and statutory inspecting personnel to ensure the project progresses in line with specific requirements.

In collaboration with the construction team and site manager, ensure any remedial measures required are undertaken by the relevant sub-contract partner, at no cost to PDB, in a timely fashion.

Engage with relevant persons with PDB and our client team for community engagement activities and TR&T.

Monitor and manage site resource levels, communicating with the site construction team to ensure sufficient numbers on site to undertake the work adequately and finish within target dates.

Attend weekly progress meetings and produce the required timeline of works/action points.

Collaborate and monitor with the Site Manager to ensure the presentation of site fundamentals such as access, boundaries, hoarding, fencing and accommodation continues to present PDB in a positive, safe and professional manner to both the public, our client and supply chain partners.

Raise project best practices or potential concerns in a timely fashion, to the rest of the project team at management meetings.

Maintain a positive and collaborative communication channel with all external parties to promote our ethos of, we’re all reaching for the same goal approach.
Handover
-
Ensure practical completion certificate is received.

Ensure final meter readings are issued to the client and accounts department.

Assist the construction team to compile the defects list and actionable sign off with client representatives. Thereafter assist the after-care team to cure any defects within the twelve-month defects period.

Coordinate the preparation and completion of the Operations Manual and Health & Safety File for our client.
Health & Safety
-
Ensure F10 is completed and forwarded onto HSE.

Complete Construction Phase Health & Safety Plan and issue for comment.

On-site, maintain a high level of health and safety, in line with PDB and our H&S partner policies.
Programming
-
Begin to develop the tender stage programme into a construction stage programme in collaboration with relevant department colleagues.

Issue a formal construction programme to the client.

During construction prepare an ‘actual’ programme, which will be compared against the planned programme. Updates to be prepared monthly and passed to the project team for use. These two programmes will form part of the post-completion internal review process.

Update the programme as and when required for internal review. Then issue to sub-contractor partners upon formal sign off and rationale changes.
Resource Management

Ensure all members of the site management team are fully aware of their roles and responsibilities.

Ensure all team members on-site are suitably qualified to undertake the tasks requires.

Ensure site team are working to and following programme and H&S procedures.

Ensure labour and plant on site are being utilised economically.
Quality
-
Lead the implementation of PDB quality policies throughout the construction period.

Monitor and maintain good building practices on site.

In collaboration with the project team, ensure non-compliant works are corrected by the relevant sub-contractor partner at no further cost to the company.
What’s in it for you?
Permanent: We’re absolutely looking for permanent members for our growing team, as we have exciting plans for the future! Of course, there will be a short try-out period to establish if we both feel this new role is a good fit for each of us.
Working Hours: We’re looking for about 37.5 hours per week, which would be assumed as the industry standard for this role. Our sites typically operate from 8 am until 4.30 pm, Monday to Friday, but with the experience of 2020, how those hours are made into a working schedule has become more flexible for the individual.
Working Schedule: Our current flexible/remote working policy allows the individual to accommodate their lifestyles around work, and be the most efficient as a result! However, as part of a team effort, we would like to see collaboration and coordination with internal and external team members to ensure we are being efficient and progressing towards the same end goal – quality affordable homes!
Location: Our head office is in Cwmbran, and with current arrangements, people are free to work from wherever they feel most comfortable. We are set up for virtual working. Our sites are generally located across the South Wales region. Periodic site visits will be necessary during a project build lifecycle. Some see it as a way of experiencing our country’s beautiful landscape all year round.
Salary: We’ll be competitive of course. This will also depend on the conversation we have about your role and previous experience.

Skills + Qualifications?
-
Previous Project Manager with at least 5 years’ experience, preferably within the affordable housing and/or care sector

Confident individual with proven organisational skills and the ability to coordinate activities in a fast-paced construction environment

Understanding principles of construction quality assurance processes
-
Thorough knowledge of health & safety including CDM regulations awareness
-
Excellent organisation and self-management skills, self-motivated, flexible and with an enthusiastic approach to work

Ability to motivate and organise others toward a team goal with strong interpersonal skills

IT literate – We use Microsoft 365 for business as part of our management and communication platform. Working knowledge of MS Outlook, Excel and Word with the familiarity of the Internet for business use

Broad understanding of contract conditions and law within construction industry

Good knowledge of all forms of contract, but specifically JCT design and build would be advantageous
-
Sound construction and technical knowledge
-
Innate attitude to seek improvements on current budgetary information for commercial or buildability enhancements
Who we are
Pendragon Design and Build was formed in 1984.
Since then, we have been acting as main contractors in the South Wales region and specialise in new build residential development for registered social landlords across the region.
This 35 plus year involvement in this sector has enabled us to develop strong relationships and reputations with our RSL client base and supporting supply chain, which has aided in the development of 1000's of new homes.
