Technical Manager 
 

We need a suitably experienced Technical Manager to join the PDB team, become the new custodian of the role and help us continue to deliver new residential development projects for our long-standing client base.

This is a special position for Pendragon and is a long term successor appointment, building on the legacy of the current role over the last 25 years.

We’re looking for

A construction Technical Manager with experience in the residential sector in a similar or engineering capacity, of project values in range from £2m - £9m, preferably with some good exposure in the affordable housing sector and good working knowledge of JCT Design and Build Contracts.

You’ll be flying the Pendragon flag for us to wider supply partners and clients, so being personable and a good communicator will be important.

 

This is a great opportunity to join an established and reputable SME Main Contractor at an exciting interval of our development, with several live projects underway, across South Wales and a number of future project opportunities to also get stuck into. 

 

What we’ll be asking you to do for

As a Technical Manager you will support Pendragon Directors across Department teams, become part of the Senior Project Team, to help the wider business activities including Construction, Commercial and Finance, where needed. You will be responsible for supporting the project team in a technical capacity, from site commencement through to practical completion and handover.

Pre-Contract

  • When a new Tender project arrives, undertake a collaborative review of the Design and Technical information available, with pre contract team, and prepare mini report on opportunities and constraints, to help with tender bid submission.

  • Generally, provide technical and design support on speculative development opportunities Pendragon may be looking at during the year.

  • Attend tender meetings if necessary and advise on project opportunities and constraints from a design and technical perspective.

  • If successful with a tender opportunity coordinate initial design team meetings with consultant design team, where required.

 

Post Contract

  • Following initial design team meeting, oversee the production of working drawings and detail information to ensure that it is complete, accurate, suitable technically to Pendragons needs and issued appropriately to our project and site teams, to ensure sufficient progression on site, within our programme timescales.

  • Coordinate building regulations submission and create planning approval conditions tracker, to begin working through discharging the relevant conditions in a timely manner.

  • Provide support and technical perspective with project team on programmes, work packages, where needed.

  • Liaise with project team, site team, client and wider stakeholders in a high level of professionalism and considerate manner.

  • Monitor the progress of works with the project team to ensure the PDB levels of health and safety are maintained at all times.

  • Continue collaborating with the post contract design teams of consultant engineers, architects and M&E designers throughout the project, to ensure the correct specification and level of information is available to wider project teams and supply chains.

  • Develop and provide suitable drainage plans for substructure works, aligned with the most technical and economical method for Pendragon.

  • Develop and provide suitable statutory service plans for substructure works, aligned with the most technical and economical method for Pendragon.

  • Review Specialist Subcontractors Design/Drawings for approval and manufacture in conjunction with Architect and Engineers i.e Beam/Block, Pre-Cast Floors/Stairs, Floor Joists, Roof Trusses etc.

  • Provide support to the Site Management when needed throughout the project.

  • Liaise with Project QS and Buyer on any specialist procurements and advise accordingly. 

  • Liaise with Architects for outstanding Construction Details not provided. 

  • Liaise with Engineers for outstanding Construction Details not provided and any site queries during construction. 

  • Undertake, or works towards, the role of Pendragons Temporary Works Coordinator.

  • Attend Site when requested to inspect works on site and provided information/designs as required. 

  • Communicate and work collaboratively with Pendragon, client and statutory inspecting personnel to ensure the project progresses in line with specific requirements.

  • Set up Metering Spreadsheets with Energy Company for site installations and Handover. 

  • Liaise with Local Authorities and Statutory Bodies for various construction stage requirements and site inspections as works proceed. 

  • Liaise with Company Finance Managers on any queries raised for payments that are required or issues with Invoices raised by Subcontractors/Suppliers/Consultants. 

  • Raise project best practices or potential concerns in a timely fashion, to the rest of the project team at management meetings.

  • Maintain a positive and collaborative communication channel with all external parties to promote our ethos of, the common goal approach.

 

Handover

  • Coordinate the Building Manual and Health & Safety File, in conjunction with Project team, consultants, subcontractors and suppliers.

  • Prepare Handover Documents and Home User Guides for Tenants/Clients. 

  • Carry out Inspections on site for Section Agreements with Local Authorities and Statutory Bodies. 

  • Assist with Defects when requested during the 12 months maintenance period. 

What’s in it for you?

Contract basis: We’re looking for permanent, long term and certainly scalable solution for this role, whereby the individual will join our growing team, as help continue providing affordable homes across South Wales.

Working Hours: We’re looking for about 37.5 hours per week, what would be thought of as industry standard for this role. Our Office is open typically from 9am – 5pm. Our live project sites typically operate from 8am until 4.30pm.

Working Schedule: Being part of the team effort, we would like to see collaboration and coordination with internal team and external partners to ensure we are being efficient and progressing towards the same end goal – quality affordable homes! So, this role is office based, but travel to sites for meetings as and when needed.

Location: Our head office is in Cwmbran, Torfaen. Our sites are generally located across the South Wales region. Periodic site visits will be necessary during a project duration. Some see it as a way of experiencing our country’s beautiful landscape all year round.

Salary: We’ll be competitive of course. This will also depend on the conversation we have over your role and previous experience.

Skills + Qualifications?

  • Previous experience working as a Technical Manager with a Main Contractor, would be helpful, preferably within the affordable housing sector and/or consultant engineering capacity who may be looking for a new career step change in the sector.

  • Sound construction and technical knowledge.

  • Innate attitude to seek improvements on current budgetary information for commercial or buildability enhancements. 

  • Confident individual with proven organisational skills and the ability to coordinate activities in a fast-paced construction environment

  • Qualification in the Design/Technical capacity at HNC/HND level, preferably engineering based background.

  • Understanding principles of different construction methodologies, particularly of engineering relevance whereas part of the Design and Build environment, we can review value engineering potentials for cost saving opportunities for both our clients and us.

  • Knowledge of health & safety including CDM regulations awareness

  • Excellent organisation and self-management skills, self-motivated, flexible and with an enthusiastic approach to work.

  • Ability to motivate and organise others toward a team goal with strong interpersonal skills.

  • Ability to look at a problem and identify solution opportunities in line with programme timelines.

  • IT literate – We use Microsoft 365 for business as part of our management and communication platform. Working knowledge of MS Outlook, Excel and Word with the familiarity of the Internet for business use.

  • Broad understanding of contract conditions and law within construction industry.

  • Good knowledge of all forms of contract, but specifically JCT design and build would be advantageous

Since its previous initial beginnings of plant hire, to then groundworks, we progressed into Main Contracting in the South Wales region and specialise in new build residential development for Housing Associations and Local Authorities across the region.
